Clubs nominating Club Officials as an alternative to official referees as part of their Squad/Team registration should ensure that these people attend one of the above workshops. Attendance (by nominated Club Officials) is a condition for the return of the bond of $500 placed by each Squad/Team in Men's Football.

KDFRA Members DO NOT need to attend (If you are a recent KDFRA member and have not updated your membership - you can still re-join KDFRA this year)

At these workshops Club Officials will receive an overview of the Laws of the Game, information on how to conduct a Men's Football Match, what needs to be known about KDSA procedures etc. Club Official shirts, whistles, caution and sendoff cards and rule books will be issued only on those nights or to people who have attended one of the workshops.

In 2010 Men’s Football Committee are continuing our programme to increase the number of qualified referees and to improve the arrangements for games not covered by such officials.

As in previous years, each squad or team will be required to nominate officials as follows:
 
Men’s Premier League and Men’s All Age Division 2 – one official per squad
Men’s All Age Division 3 – two officials per squad
All other squads (Men’s All Age & Over 35) – three officials per squad
All single teams (Men’s All Age, Under 21, Over 35 & Over 45) – three officials per team

However, please note that the following arrangements include significant changes from last year.

Firstly: each person will be accepted as an official of only ONE team or squad.

Secondly, an official must:
a.    be a current member of KDFRA; or
b.    successfully take KDFRA courses in February or March and join KDFRA as a fully qualified referee; or
c.    take a shorter course to be provided by KDSA in refereeing theory and practice to become an Accredited Club Official.
 
Each squad and team will be required to nominate the officials and lodge a bond of $500 per team before its registration will be accepted. The bond will be returned on satisfactory completion of the squad’s or team’s responsibilities as outlined above.

Your nominations and bond must be received by 19 February. Please use the form attached.

Option b. is very much encouraged for those who are not already qualified: it is in the interests of all of us to have more qualified referees. Fully qualified referees are paid for each game they referee.

To become a qualified KDFRA referee and be able to officiate at any level of the game, you need to attend two levels of training:
•    Firstly, a ‘Level 5’ course, which is to learn the Laws of the Game and pass an exam on them.  This course consists of four sessions, typically two evenings a week two weeks running, with Session 4 incorporating the exam.  You cannot attend a Session 4 and take the exam until you have attended Sessions 1, 2 and 3.  Level 5 courses in 2010 will be run at West Lindfield Sport and Recreation Club, Highfield Road, Lindfield (adjacent to Primula Oval).
•    Secondly, a ‘Level 4’ course, which teaches the practicalities of refereeing, including identification of offences, positioning, match management, player management, situational management, and how KDFRA manages its members and their appointments.  This is a one-day course (8.30am to 4.00pm), on a Sunday, very soon after you complete your Level 5 course and exam.  The Level 4 courses in 2010 will be held at Shore School’s War Memorial Playing Fields, corner of Alpha Rd and Sailors Bay Road, Northbridge.  
Fees are:  $130 total, which covers both courses.

Please note that both courses must be completed before you can register with KDFRA and officiate at any football match as either a Referee or Assistant Referee.
Once you have completed both courses you will be welcomed into KDFRA and will be able to complete the FFA registration which is necessary before you can officiate.  At that time, KDFRA will be able to provide you with a complete refereeing kit, including uniform and accessories (everything except your own boots).  The costs of the uniform and equipment for newly qualified members will be heavily subsidised by KDFRA such that the cost to you will be minimal.
 Important Note about Level 5 sessions:  You will find the learning easiest if you attend sessions in the order they are taught; ie:  1,2,3, then 4+exam.  If you start on one course’s Session 1, but then have to slip a session 2 or 3 and pick it up in one of the other two courses, that is fine, and it is why we provide the course three times through, but please do not attempt to start the course at a session 2 or 3, as Session 1 lays much of the groundwork for the other sessions.  Remember that you cannot attend a session 4 (incl the exam) if you have not attended sessions 1, 2 & 3.   
Important Note about Level 4 courses:   To get the best benefit from the Level 4 course, please plan to attend the level 4 course immediately following your Level 5 exam and while your Laws knowledge is fresh.  There is some flexibility if you cannot achieve this, and need to catch up at a later Level 4; however, with more than 100 likely candidates, we do not want to be swamped at the final level 4 course as this will weaken the quality of the coaching.  Please do your best to attend the first level 4 course that you can after your Level 5 Session 4 and exam.

Option C. will entail compulsory attendance at a brief lecture that will cover the main points of the game and how to officiate at matches where there is no KDFRA referee in attendance. These sessions will be held early March. Please watch the Men’s section of the KDSA website for dates. Club Members who elect to undertake Option C will be issued with a shirt, whistle and set of cards by KDSA but will NOT be paid. To be paid you must undertake the official KDFRA Course – details above.

Please provide this information to your Squad/Team managers for passing on to players so all understand the requirements and ensure the accompanying Referee/Club Official Identification form is completed for each Squad/Team and returned to the KDSA by the required date.
